VVVH AD 2.20  LOCAL AERODROME REGULATIONS

1  Airport Regulations

At Vinh Airport, a number of local regulations are applied. The regulations are published in a manual which is available at the AIS Briefing Office as follows:

  1. Meaning of markings and signs;

  2. Information about aircraft stands;

  3. Information about taxiing to and from aircraft stands including taxi clearance;

  4. Marshaller assistance and towing assistance.

2  Taxiing to and from stands
2.1  

Arriving aircraft will be assigned a stand by Vinh TWR.

2.2  Operational procedures
Aircraft stands Operational procedures
1, 2, 3, 4 - Used for aircraft code C, up to A321 and equivalent.
- For arrival aircraft: Aircraft self-taxi in.
- For departure aircraft: The tow tractor is used for towing and pushing aircraft for departure.
Notes: Stands 2, 3 are equipped with passenger bridge.
5, 6 - Used for aircraft code C, up to A321 and equivalent and aircraft with length less than 28 M and wingspan less than 24 M.
- 2 stop lines are available, as follows:
+ The stop line 1:
Used for aircraft code C, up to A321 and equivalent.
For arrival aircraft: Aircraft self-taxi in.
For departure aircraft: The tow tractor is used for towing and pushing aircraft for departure.
+ The stop line 2:
Used for aircraft with length less than 28 M and wingspan less than 24 M.
For arrival aircraft: Aircraft self-taxi in.
For departure aircraft: Aircraft self-taxi out.

Operational limitations

  1. Currently, the tow-bar is only compatible with aircraft A320, A321, ATR, E195.

  2. In case the tow-bar is not available, aircraft with length less than 28 m and wingspan less than 24 m is only arranged to operate at the stop line 2 of stands 5, 6. Aircraft self-taxi in/out. When stands 5, 6 are arranged, ensure that:
    - When the stop line 1 of stand 5 is used, the stop line 2 of stand 5 shall not be used and vice versa.
    - When the stop line 1 of stand 6 is used, the stop line 2 of stand 6 shall not be used and vice versa.
    - When stand 6 is used, the stop line 2 of stand 5 shall not be used.
    - When stand 5 is used, the stop line 2 of stand 6 shall not be used.
    - If aircraft parking at the stop line 2 of stand 5, stand 6 shall be available for aircraft self-taxi out.
    - If aircraft parking at the stop line 2 of stand 6, stand 5 shall be available for aircraft self-taxi out.

VVVH AD 2.21  NOISE ABATEMENT PROCEDURES

 

VVVH AD 2.22  FLIGHT PROCEDURES

1  The operational procedures for RNAV 1, RNP 1 and RNP APCH
1.1  General
1.1.1 In order to operate RNAV 1, RNP 1 SID/STAR and RNP APCH at Vinh Aerodrome, the aircraft navigation systems shall meet ICAO RNAV 1, RNP 1 and RNP APCH standard of accuracy based on GNSS infrastructure.
1.1.2 Pilots, ATS personnel and related personnel are responsible for checking RAIM Prediction in accordance with operational procedure for RAIM Prediction Service.
1.1.3 Aircraft operators/pilots not authorized to fly RNAV 1, RNP 1 SID/STAR and RNP APCH procedures based on GNSS shall inform Air traffic controller (ATC) and expect ATS surveillance vector on the track of published procedures or expect to use conventional procedures in accordance with actual conditions.
1.1.4 For RNAV 1 SID/STAR operation at Vinh Aerodrome, ATS surveillance is mandatory.
1.1.5 The transition routes have been establish to connect RNAV 1, RNP 1 SID/STAR with the existing ATS routes.
1.1.6 When the air traffic condition allows, ATC will instruct, vector aircraft on the shortest track to intercept the related ATS route.
1.2  Operational procedures
1.2.1 Aircraft operators/pilots expecting to use RNAV 1, RNP 1 SID/STAR and RNP APCH procedures at Vinh Aerodrome shall fill appropriate navigation capability indicators in flight plan, as follows:
  1. Insert R (PBN approved) into Item 10a;

  2. Insert D1 (RNAV 1 all permitted sensors) or D2 (RNAV 1 GNSS), insert O1 (RNP 1 all permitted sensors) or O2 (RNP 1 GNSS), insert S1 (RNP APCH) or S2 (RNP APCH with BARO-VNAV) after PBN/ in Item 18;

  3. Specify equipment to support each type of navigation capability in Item 18 and insert them into Item 10a (G,D, I for D1/O1 or G for D2/O2, S1 and S2).

 

1.2.2 Before implementation of flights, pilots must confirm that the navigation database is updated to current time and verify that the aircraft position has been entered correctly. Pilots must confirm the entry and exit points on the ATS route assigned on initial clearance and any subsequent changes of route, ensuring the waypoints sequence depicted by their navigation system matches the route depicted on the appropriate chart(s) and their assigned route.
1.2.3 Pilots must not fly a RNAV 1, RNP 1 SID/STAR and RNP APCH procedures unless it is retrievable by procedure name from the on-board navigation database and conforms to the charted procedure (this procedure may subsequently be modified through the insertion or deletion of specific waypoints in response to ATC clearances). The manual entry, or creation of new waypoints by manual entry of latitude/longitude or rho/theta values is not permitted. Additionally, pilots must not change any RNAV 1, RNP 1 SID/STAR and RNP APCH database waypoint type from a fly-by waypoint to a fly-over or vice versa.
1.2.4 Pilots are expected to maintain route centreline during all operations unless authorized to deviate by ATC or under emergency conditions.
1.2.5 Pilots shall comply with altitude assigned by ATC, as well as adhere to the altitude and speed restrictions depicted on the cleared RNAV 1, RNP 1 SID/STAR and RNP APCH procedures. ATC clearance will take precedence when the ATC clearance does not allow the pilots to adhere to the altitude and speed restrictions depicted on the procedures.
1.2.6 In case ATC issues an instruction for aircraft not to conduct the expected procedure, the pilots should not modify the flight plan in the system until a clearance is received to rejoin the procedure or the ATC confirms a new route clearance.
1.2.7 During the operation of the RNAV 1, RNP 1 SID/STAR and RNP APCH procedures, ATC and pilots apply the standard phraseology specified in DOC 4444 - PANS – ATM - ICAO, Procedures For Air Navigation Services – Air Traffic Management.
1.3  For departing aircraft
1.3.1 The procedures for departing aircraft includes 2 main elements:
  1. SID; and

  2. Transition route if applicable.

1.3.2 A transition route starts at the last point of SID to a waypoint from which the aircraft will intercept the ATS route.
1.3.3 Altitude restrictions are designed to separate departing aircraft from obstacles and arriving aircraft.
1.3.4 ATC shall issue clearance for departing aircraft including the following contents:
  1. Aircraft identification;

  2. Clearance limit, normally destination aerodrome;

  3. SID and transition route if applicable;

  4. Route;

  5. Assigned flight level/altitude;

  6. SSR code; and

  7. Any other related and necessary instruction or information not contained in the SID description.

 

Note: In case a clearance provided SID is not assigned altitude/flight level, the pilots are not allowed to reach the altitude/flight level itself on the SID altitude profile. Pilots shall re-confirm with ATC to assign a specified altitude/flight level to ensure flight safety.

1.4  For arriving aircraft
1.4.1 The procedures for arriving aircraft includes 2 main elements:
  1. Transition route if applicable; and

  2. STAR.

1.4.2 A transition route starts from a waypoint on the ATS route to the waypoint that starts the STAR.
1.4.3 Altitude restrictions are designed to separate arriving aircraft from obstacles and departing aircraft.
1.4.4 Approach clearances shall be issued by ATC in accordance with actual conditions.
1.4.5 ATC shall issue clearance for arriving aircraft including the following contents:
  1. Aircraft identification;

  2. STAR and transition route, if applicable;

  3. Runway-in-use;

  4. Cleared flight level/altitude; and

  5. Any other related and necessary instruction or information not contained in the STAR description.

1.5  For approaching aircraft
1.5.1 The procedures for approaching aircraft includes 2 main elements:
  1. IAP; and

  2. Missed approach.

1.5.2 Approach procedures start from an initial approach fix to the THR or the missed approach holding in case aircraft must conduct the missed approach.
1.5.3 Speed as well as altitude restrictions ensure the separation between approach aircraft and obstacle and ensure in compliance with aircraft performance.
1.5.4 Landing clearances shall be issued by ATC appropriate to practical operation conditions.
1.5.5 ATC shall issue clearance for arriving aircraft including the following contents:
  1. Aircraft identification;

  2. IAP;

  3. Runway-in-use;

  4. Information of wind conditions, RWY surface conditions (if applicable);

  5. Any other related instructions or information not contained in the IAP description.

Note: In case aircraft must conduct the missed approach, provide pilots with information relating to the missed approach procedure such as track, waypoint, estimated holding pattern.

 

1.6  Contingency procedures
1.6.1  Aircraft is unable to comply with RNAV 1, RNP 1 or RNP APCH requirements

If aircraft is unable to comply with RNAV 1, RNP 1 or RNP APCH requirements, pilots shall inform ATC immediately and expect ATS surveillance vector on the route of published PBN procedures or use conventional procedure in accordance with actual conditions.

1.6.2  Aircraft degrade the RNAV/RNP capability or failure of GNSS signal

When the aircraft degrade the RNAV/RNP capability or fail in GNSS signal, if unable to comply with the requirements of RNAV 1, RNP 1 or RNP APCH, pilots must advise ATC immediately and expect to be vectored by ATS surveillance on the route of published PBN procedures or use conventional procedure in accordance with actual conditions.

1.6.3  Aircraft experiencing bad weather

When the aircraft flying on RNAV 1, RNP 1 or RNP APCH procedures encounters bad weather which is likely to impact the aircraft’s adherence to the cleared flight procedures, pilots will notify ATC and request revised clearance.

1.6.4  Radio communications failure procedure

In case of a radio communication failure, the pilots are expected to follow the procedures:

  1. Set transponder to Mode A/C, code 7600.

  2. For arriving aircraft: Continue flying on the assigned STAR procedure, complying with the altitude and speed restrictions and at the end of the procedure conduct appropriate approach procedure.

  3. For departing aircraft: Continue flying on the procedure, complying with the altitude and speed restrictions and further climb to cruising level as mentioned in the current flight plan.

1.6.5  ATS surveillance failure procedure

ATC implement processing method according to the operating procedure specified in the operations Manual of ATC unit.

Aircraft are expected to be controlled follow non radar procedure until radar surveillance system resumes normal operation.

1.6.6  Procedure for changing runway-in-use

ATC shall assign time to conduct for changing the runway-in-use, determine aircraft sequence with runway-in-use to notify and issue the assigned clearance for RNAV 1, RNP 1 SID/STAR and RNP APCH procedures which are suitable for the pilots.

In case of necessity, ATS surveillance vectoring will be used by ATC to deal with complicated situations.

1  Putting the safety cones around the aircraft

In case of need to mark the stop line of the nose wheel, safety cones will be placed on the both sides of the stop line, 2 m to 3 m from the centre line of the taxilane to stand before aircraft taxi into stand.
