GEN 4.2 AIR NAVIGATION SERVICES CHARGES

1 The terms used in this section have the following meanings:

  1. "Operation distance of a flight over the Viet Nam’s airspace": the distance between an aircraft’s point of entry into and point of exit from an airway in the Viet Nam's airspace;
  2. "Operation distance of a flight over the Viet Nam’s airspace and the FIRs managed by Viet Nam": the distance between an aircraft’s point of entry into and point of exit from an airway managed and controlled by Viet Nam;
  3. “Scheduled flight”: a commercial flight which is regularly conducted according to the flight schedule announced on the carrier’s airline booking system;
  4. “Non-scheduled flight”: any commercial flight other than scheduled flights as prescribed in item (c);

2 Air Navigation Services Charges For Arrival/Departure Flights

2.1 Applicable Scope
Air carriers who have aircraft operating to/from the airports, aerodromes of Viet Nam.
2.2 Service Charges
a. For international flights
Charges are applied for each arrival or departure of the aircraft at Viet Nam’s airports, detailed as follows:

2.3 Charges Applicable In Some Special Cases
a. 50% of the charges specified at the sub-paragraph 1.2 (calculated on the flight route between the airport of departure and the airport of arrival) in accordance with the relevant MTOW shall be applicable to:
  • Helicopters, aircraft other than aeroplanes (conducting visual operations);
  • Aircraft deviating to an airport of Viet Nam other than its planned airport of destination in cases of force majeure (technical, weather reasons);
  • Aircraft performing technical test flights, ferry flights, geological survey, aerial photograph and training flights (non-commercial flights) to the airports of Viet Nam. In case of take-off and landing at the same airport, the air navigation services charges will be calculated based on the actual kilometers controlled.
b. Charge of 30% of the charges specified at the sub-section 1.2 – GEN 4.2, Viet Nam AIPshall be applicable to aircraft returning to the airport of departure after more than 30 minutes not due to reasons of faults made by the relevant Air Traffic Control Units.
In case a fault has been made by Air Traffic Control Units, the Viet Nam Air Traffic Management Corporation shall negotiate with all involved parties to compensate actual expenses for the damage caused by the aircraft returning to the airport of departure.
2.4 Charge adjustment

The service providers are entitled to deploy the charges reduction policy for the air carrier whose total payment on the monthly invoice on the landing/take-off service charges and air navigation service charges for arrival/departure flights:
2.4.1 For the aeronautical services provided to international flights:

2.4.3 The service charges payment shall be calculated separately for international flights and domestic flights. The calculation period of time: 01 month.

3 Air Navigation Services Fees For Overflights

3.1 Applicable Scope
Air carriers who have aircraft operating flights over the territory of Viet Nam.
