Meteorological Service is provided for civil aerodromes in Viet Nam and within Ha Noi and Ho Chi Minh FIRs.

4  TYPES OF SERVICE

4.1 Aeronautical Meteorological Service shall contain the following information:
  1. Aerodrome observations and reports.

  2. Forecasts and warnings at aerodrome in the Ha Noi and Ho Chi Minh FIRs;

  3. Briefing, consultation and flight documentation.

  4. ATIS, D-ATIS, VOLMET, D-VOLMET Information.

  5. Operating, exchanging aeronautical meteorological data.

  6. Collecting, storing, analysing, distributing of aeronautical meteorological data.

4.2 Meteorological forecasts and warnings shall contain the following information:
  1. Aerodrome forecasts (TAF, TAF AMD).

  2. Landing forecasts TREND.

  3. Forecasts for take-off.

  4. Upper-air forecasts (upper wind and upper-air temperature; SIGWX phenomena…).

  5. SIGMET.

  6. Aerodrome warnings (AD WRNG).

  7. Wind shear warnings (WS WRNG).

4.3 Preparation and update of flight documentation:
4.3.1 Flight documentation:
  1. Information of flight;

  2. Upper wind and upper-air temperature, SIGWX phenomena.

  3. METAR, SPECI, TAF, TAF AMD, TREND, forecast for take-off.

  4. SIGMET, volcanic ash and tropical cyclone advisory information relevant to the whole route.

4.3.2 Provision of flight documentation:
  1. For international flights: Flight documentation shall be made available for pilot or flight dispatchers of airlines 03 hours before the expected time of departure;

  2. For domestic flights: Flight documentation shall be made available for pilot 01 hours before the expected time of departure;

  3. The related MET office is informed 12 hours before the expected time of departure in case pilot or flight dispatchers of airlines need meteorological information for one or more specific flights earlier than above mentioned time.

4.4 The Meteorological Watch Service and SIGMET information over the Ha Noi and Ho Chi Minh FIRs will be supplied to aircraft in flight through Ha Noi and Ho Chi Minh ATS radio channel and data link.

5  NOTIFICATION REQUIRED FROM OPERATORS

5.1 The meteorological office shall be notified by the operator when:
  1. New routes or new types of operations are planned;

  2. Changes of a lasting character are to be made in scheduled operations; and

  3. Other changes, affecting the provision of meteorological service, are planned.

Such information shall contain all details necessary for the planning of appropriate arrangements by the meteorological authority.

5.2 The operator or a flight crew member shall ensure that, where required by the meteorological authority in consultation with users, the aerodrome meteorological office concerned is notified:
  1. Flight schedules;

  2. When non-scheduled flights are to be operated; and

  3. When flights are delayed, advanced or cancelled.

6  AIRCRAFT REPORT

6.1 Aircraft operating within Viet Nam airspace shall make and report of routine and special aircraft observations (AIREP).
6.2 In case volcanic activity or volcanic ash cloud is observed, pilot shall report to ATS units concerned.

7  VOLMET SERVICE

According to Air Navigation Plan – Asia and Pacific region (Doc 9673 – Table ATS 2-2-2-3 - ICAO):

  1. TAF for Ho Chi Minh FIR is broadcast by KOLKATA transmitting station;

  2. METAR with TREND for Ho Chi Minh and Ha Noi FIRs are broadcast by Bangkok transmitting station on the following frequencies: 11 387KHz, 6 676KHz and 2 965KHz.

8  SIGMET SERVICE

8.1 

For the safety of air traffic, Meteorological Watch Office maintains an area meteorological watch warning service. This service consists of a continuous weather watch within Ha Noi and Ho Chi Minh FIRs and the issuance of appropriate information (SIGMET), both performed by Meteorological Watch Office (MWO) – Aeronautical Meteorological Centre – Viet Nam Air Traffic Management Corporation;

The establishment and provision of en-route and fight area forecast messages based on the data received from World Area Forecast Centre (WAFC) is provided by MET offices at International airports.

The MWO issues SIGMET messages about the occurrence or expected occurrence of one of the following significant meteorological phenomena:

  1. Thunderstorms;

  2. Tropical cyclone;

  3. Severe turbulence;

  4. Severe icing;

  5. Severe mountain waves;

  6. Heavy sandstorm/dustorm;

  7. Volcanic ash cloud;

  8. Radioactive cloud/RDOACT CLD.

The SIGMETs are issued in plain language using ICAO abbreviations and are numbered consecutively for each day and for Ha Noi and Ho Chi Minh FIRs commencing at 0001 (UTC). Their period of validity is limited to not more than 4 hours from the time of transmission of WS SIGMET, not more than 6 hours from the time of transmission of WC, WV SIGMET;

The MWO transmit SIGMETs, as well as SIGMETs of adjacent MWOs to the ACC of the FIR concerned.

8.2 Aerodrome warning

Noi Bai, Da Nang, Tan Son Nhat MET Centres – Aeronautical Meteorological Centre Viet Nam Air Traffic Management Corporation (VATM) shall issue aerodrome warnings for airports of responsibility if one of the following phenomena occurs or is expected to occur at aerodrome:

  1. Tropical cyclone;

  2. Thunderstorm;

  3. Hail;

  4. Strong winds;

  5. Gusts;

  6. Squall.

The aerodrome warnings are issued in English and Vietnamese and are distributed in accordance with a distribution list agreed upon locally.

Noi Bai, Da Nang, Tan Son Nhat MET Centres and the MWO shall provide weather forecasts and warnings for civil aeronautical operations within assigned responsibility area at the aerodromes, TMAs and Viet Nam FIRs.

10.2 Weather forecasts and warnings comprise:
  1. Aerodrome forecasts (TAF, TAF AMD);

  2. Landing forecasts TREND;

  3. Forecasts for take-off;

  4. Upper-air forecasts (upper wind and upper-air temperature; SIGWX phenomena…);

  5. SIGMET;

  6. Aerodrome warnings (AD WRNG);

  7. Wind shear warnings (WS WRNG).
